Which "article" are you referring to? But regardless, one generalization that I think can be safely made about this population is that it was considerably smaller in northern states by that year than in the South, since the economy of the latter region relied much more heavily on chattel slavery composed of persons of African descent than did the states of the North, in most of which indeed slavery had been abolished by the outbreak of the Civil War in 1861.
