Check with your SIM provider if they support hotspot.

IMO you have a poor connection

so

Check you have 3 to 4 bars of signal.

Turn off the phone, take SIM out and rub it with a dry cloth before putting back.

If still drops out you may have hardware fault so contact Apple Support directly. Depending on your region, you may be able to reach them here: Get Support

I feel your pain...

I’ve had 2 variations on this theme: 1 with WiFi and 1 with Hotspot. As u say ControlCenter gets out of sync with Settings. Both can simultaneously have a different value. More often than not On in settings, but Off in ControlCenter & u have 2 faff around 2 get it working.

People offer all sorts of suggestions about restarting etc and sometimes it helps; but it invariably starts misbehaving after a matter of days or weeks.

WiFi has been fine 4 me now 4 quite a while. But, like u, now Hotspot is misbehaving.

I don’t agree with people who suggest: maybe it’s off because there’s no device connected. Because, IMHO, Hotspot being enabled means your iOS device is discoverable... later u can c how many devices r connected. But if it switches itself off... it becomes undiscoverable.

On the bright side, for me at least, my symptoms don’t seem quite as severe as yours. Once I switch mine back on... and I connect 2 it, from 1 of my devices... at least mine will usually stay on & connected.

if a connection drops due 2 a glitch... fair enuff... but don’t go undiscoverable...

Is there a wifi connection nearby that is grabbing the device that wants the hotspot connection? You would have to make the wifi network not auto-join.

In any case the hotspot should power down if not active, to save battery . Staying permanently discoverable would be a power drain. Surely?

Besides clearing all saved Wi-Fi networks and removing all Bluetooth pairings, it should reset APN settings, as well. Which, hopefully, resolves the problem at hand.

  3. Select Reset from the bottom of the list.

#1 – Turn On Hotspot

First, you can go into your iPhone’s Settings and check under Cellular to see if Personal Hotspot is turned on.

#2 – Over your monthly data

Additionally, you should check your data usage based on your cell phone plan. 

Sometimes, you might be over your allotted monthly data, which is the reason why your personal hotspot is not working.

If you are not over your data, the problem is caused by something else. 

You might still ask, “Why does personal hotspot keep disconnecting?” The next thing you can check is whether you have Low Data mode enabled.

#3 – Low Data mode is enabled

Open your iPhone’s Settings and then check your data and SIM.

Sometimes, the problem with your iPhone’s personal hotspot being disconnected is as simple as it not being on. 

Whether you are using an iOS beta version or the official one, you can check whether it’s on by going to Settings and Personal Hotspot.

Depending on your needs, however, this might not be the best option as it uses up more battery power faster.

#5 Low power mode is enabled

Another reason why your iPhone’s personal hotspot might be disconnecting is that you have Low Power Mode enabled. 

Although this is a good way to conserve battery life, it can work against you by halting other processes until you’re able to connect your iPhone to a charger. 

It also affects your device’s personal hotspot feature.

You can disconnect Low Power Mode by going to Settings, scrolling down to Battery and toggling Lower Power Mode off.

If you had this enabled, you might now have your personal hotspot issue solved.

If none of the above solutions have worked for you, you might have to go a few steps further. Resetting your network settings might need to be done.

#6 – Resetting your network settings

To try this method, go into your iPhone’s Settings and tap on General. 

From there, scroll down to the bottom and select “Reset Network Settings.” This will reset those settings, allowing you to check to see whether your personal hotspot will now work like normal.

#7 – Carrier settings

Sometimes, the problem of your iPhone disconnecting from its personal hotspot lies with your carrier’s settings. 

It’s possible you might need to update them manually if they didn’t update automatically while your iPhone is connected to a Wi-Fi network.

To do this, you should go into Settings and choose General. 

Select About, scroll down to the bottom to your SIM details, check the Network Provider version you’re on and then tap on it to update to the latest version. 

Afterward, reboot your iPhone and try the personal hotspot option again.

Finally, if your iPhone is still continuously disconnecting from the personal hotspot feature, you might have an issue with your iOS version. 

It’s best to update to the most recent version of the software. 

To do that, you go to Settings, choose General and then tap on Software Update and press what you need to in order to update to the latest iOS version.

After your iOS update is complete, your iPhone should reboot.

Make sure you’re connected to a charge while updating.
